we begin with the latest episode of capital chaos and lawmakers narrowly avoiding a government shutdown again and once again it took the democrats to get this done. that is the six time this fire drill has played out in six months. overnight the senate passed a 1 $.2 trillion package to find federal agencies to the end of september. hours earlier the house passed the measure with more than half of the caucus voting against it. president biden signing the bill into law this afternoon but republicans are not happy or relieved to have finally done their jobs. they are angry and now less than six months into his tenure

there is a move to punish mike johnson for his role in keeping the government running. congresswoman marjorie taylor green the congresswoman from georgia filed a motion to remove johnson from the job the put him second in line to the presidency. if greens motion reaches the floor democrats could be the deciding factor, either lend votes to save johnson after extracting a price for support or standby and roast marshmallows over another dumpster fire of dysfunction as they fight for the gavel. >> it is more of a warning any slip. i respect my conference, i pay my dues, i am a member in good standing and i do not wish to inflict pain on the conference and throw the house in chaos. >> how are you going to throw

something into chaos that has been in chaos since the republican majority took power last year. a majority that is more fancy with the departure of congressman ken yesterday and mike gallagher next month. both are leaving congress before the end of their terms and once they are both gone speaker johnson's majority will be a one seat majority. joining me now, congressman joe of colorado, the newly elected democratic house leader. thank you for being on the show. president biden released a statement today saying congress's work is not done. calling for border security supplemental. what more needs to be done and can it get done given the state of the republican majority? >> i agree with the president, there is more work to be done but contextually, something that is important to remember and you stated this, how we got

here. it is remarkable that six times in six months you have had the government shutdown showdowns averted only because of the masterful leadership of peter jeffries in the house, biden and congressional democrats saving the day putting people over politics and working to keep the government running. the fact that we have ultimately been responsible for getting the bills across the finish line notwithstanding, the republicans have the majority in the house of representatives but a dwindling one as you said. with regard to the particular question you posed, there is a bipartisan bill that you know that passed out of the senate, it passed with 70 out of the u.s. senate on a bipartisan basis and we all know if the bill was put on the floor it would pass by a overwhelming margin, it is a binary choice faced by johnson about whether

or not he capitulates to the far right war ultimately puts the bill on the floor, he has yet to do the latter and i hope he will when we return from the work period that commenced yesterday. >> i am sorry congressman i was raking on something for your answering a little bit, the bill that was passed with 70, was that the border security or the ukraine funding? >> it is the latter, the border funding bill as you know, never reached the floor of the u.s. senate because republicans abandon their own portals they negotiated. they wanted to make this a campaign issue and have no interest in solving the problem so that bill did not a boat. >> before he left congress on friday, converse man can buck became the first republican to sign the discharge petition for aid to ukraine, israel and taiwan, is that the only way

that kind of bill will be passed by the house? >> i had a number of conversations with my colleague, a friend and a congressional neighbor of mine. we disagree on a lot but i found him to be a good-faith partner on a number of issues so i wish him well in his next chapter. i was grateful that he made the decision to sign the discharge petition because his belief we need to not abandon our allies in ukraine. again however i would say as so many others have said on both sides of the aisle including mitch mcconnell, the path forward in my view is the speaker putting the bill on the floor for a vote. while i am hopeful that other publicans will follow the lead of former congressman ken buck, it should not take a discharge petition to get a up or down vote on supporting our allies in our own national security interests.

not the motion to vacate ultimately be comes before the house. it is premature for me to pine as to what we might do work house democrats will do in that scenario, that is a decision made by our leader, jeffries who has done a masterful job negotiating a series of legislative packages in the last several weeks by way of example to keep the government open and running. of course we will have a number of conversations with the colleagues in the democratic caucus. i was a more broadly that speaker johnson has decisions to make with respect to bipartisan pieces of legislation he can put on the floor as soon as we returned and i suspect the decision to do so will have a impact on the impressions of many folks on my side of the aisle and across the country. at the end of the day it is a question best post to speaker johnson and his colleagues. i will also add the am not

to pay up. in less than 48 hours the queens born builder found liable in new york state will have to post a $454 million bond. if the self proclaimed billionaire cannot find the money by monday, the attorney general can start seizing his assets while he appeals the ruling. now trump claims he has 500 million available which directly contradicts his own lawyers who earlier this week told the court it would be impossible for trump to even secure a bond. then there is the countdown to trump's first criminal trial. the judge is expected to set a start date on monday. the manhattan district attorney is setting the start date no later than tax day.

joining me is a former assistant district attorney in the manhattan office. i have a basic question, can trump declare quincy to get out of paying some or all of the bond? >> he can, what rudy did for the defamation judgment in dc against him. legally and practically it is a smart thing to do. that does not mean he gets out of it the bankruptcy judge will decide it but politically he made the decision not to do it because it is bad for his brand but that can be a option that he will not take a advantage of. >> what consequences could trump face if he is lying about his assets and ability to cover the judgment? he has to sign some legal papers or he has some sort of monitor watching all of this?

>> he just said he has 500 million in cash so that he is telling the appellate court, you do not have to stay enforcement of the judgment or reduce the bond because i have 500 million, there is a reason why his lawyers contradicted it. so on monday if he does not cover the bond, the cash and if the appellate court does not state the enforcement, the attorney general of new york will start the legal process of attaching liens to his properties. attorney general james already filed the judgment in westchester county on two properties, the golf resort, that was done because clearly the attorney general plans to put liens on that property in

westchester is a northern suburb of new york city and there is a lot of properties in manhattan. trump buildings, the attorney general can put liens against that. any bank accounts with liquid assets, they will seek to seize those accounts. so the ball will start rolling. it will not happen overnight. it will be a fair and legal process. >> you said the attorney general filed a judgment in westchester on a couple of properties. is that the first necessary step to get the docs in the row so come monday if he does not come up with the $454 million bond that she has a easier time of exercising the power she has? >> exactly. when you're trying to seize property you have to to file or register the judgment in the county where the property is.

she does not have to do it in manhattan, that was done when the judgment was entered. wendy agee did it last week she started the ball rolling. >> let's turn to alvin's hush money interference case, the trial was supposed to start monday. there is a hearing scheduled instead, what is it about and when might we see the trial begin? >> it is limited to who is at fault if anyone, is there any prejudice and will there be sanctions? i can tell you the end of the story, no witnesses will be precluded, why because the defense cannot show the any prejudices happened. the trial has not started yet, they have the documents. the remedy is what the judge did, the late disclosure, they have to be given a reasonable time to review and prepare the new material.

voters from the democratic party. what we are seeing from the polls is that there are some african-american voters, latino voters, maybe some jewish voters who are becoming more sympathetic to trumps more socially conservative and pro- israel message and i think he is doubling down on that. i wanted to say something else about jewish voters, what he said this week was not directed at them. they represent a very small percentage of the american electorate. they vote heavily in favor of democrats and they tend to live in heavy blue states, they will not sway the election for him. when he said this week was directed at his face. his evangelical christian base who he also needs to bring out to vote in november and that base is both very pro-israel for

reasons related to the christian religion and what they believe will be the second coming of christ but there are real strains of anti-semitism in the basin what he said this week basically said you cannot be jewish and you cannot be pro- israel if you do not vote for me. that is both anti-somatic and very much signals to his base that he is all in on israel and that is a win-win for him. >> let's talk about his knock on catholics for supporting biden and his use of the word persecuted. why does that word hold such power for a authoritarian? >> if you feel persecuted, threatened and insecure and you are living in fear, you want

somebody to protect you and you want a strong man or woman in power who you believe can do that for you. democracies are kind of messy and there is uncertainty involved with democracy, what policies they will follow and who will rule, the part of the authoritarian playbook is to create an environment of threat and fear of perceived persecution and convince them the only person that can protect them is you. >> trump said on fox recently that he uses incendiary language to get people thinking about important issues. is that a legitimate excuse? >> no he uses that language because he has consistently trolled in racist ideology. so when you think about the

january 6 insurrection, what he did is said they stalled the election in atlanta, in philadelphia, detroit, milwaukee, so he is pointing to places that have sizable black populations and basically saying these black people stole a hard- working democracy from you. honest hard-working white folk. when you look at the insurrection and you see the confederate flag being flown in the middle of the capital building it begins to tell you about what he is doing in terms of using that language, lighting the fire, getting his folks riled up because at the same speech in dayton he talked about the bloodbath and that is the kind of triggering language. in that speech you also have pieces about catholics, juice, migrants and they are not

really human. it is all part of a larger piece of demonizing folk. >> we have less than 90 seconds but what do you say to people who are not taking what trump is saying seriously or even aware of the risks of a second trump term? >> i would say to them that this election will be the most consequential election in the history of the u.s. i will state it that strongly. trump has told us what he wants to do, one of the things he said is if he gets into power he will not leave power again. i can see us having a trump presidency for 20 years. he has told us that he will clean out the justice department and install people that are lawyer to him. he will take a series of actions that will concentrate power in his own hands and then

president biden's reelection campaign is winning the fundraising contest by a lot. on wednesday the campaign reported it took him 21 million in donations during february. 71 millions on hand at the beginning of this month. more than double the 33 million trumps campaign has. i'll a portion of the money is expected to be spent on legal bills, biden is funneling campaign funds towards blistering attack ads like this one, on the question of whether you are better off now than four years ago. >> i see that disinfected and

time he has gotten a chance to make the money. >> to keep the conversation going about money, let's talk about the fundraising numbers. the biden campaign has more than doubled the cash on hand from last month than trump does. what does that tell you? folks keep focusing on the polls but when i see fundraising numbers like this for biden, that to me is a much more in decatur of support. >> the overwhelming number of those are small donors, they are excited and giving money. trump has not only less money but fewer donors. so whatever enthusiasm he has is located in the narrow base
